Who fishes free in California

  • Anglers under 16.
  • Anyone fishing from a public pier in ocean or bay waters.
  • Everyone on the two state free fishing days.

Exemptions are narrower than they sound and the burden of proof is on you. Carry whatever document the exemption rests on.
