Why Florida is different
The schedule for private anglers in Gulf state and federal waters off Florida ran daily from May 22 to July 31, daily again from September 1 to October 4, then three-day and two-day weekends into late November, with a final daily stretch from January 1 to 4. Counting the days is how you get to 140; reading only the start and end dates is how you get to a citation. The Atlantic runs on an entirely separate state-management season with far fewer days.
What to actually do
The requirement people miss is not a date at all: every angler fishing for red snapper from a private recreational vessel, in state or federal waters, must be registered as a State Reef Fish Angler, renewed annually, even if they are exempt from needing a fishing licence. Gulf minimum size is 16 inches and the Atlantic is 20, with two fish per person inside the ten-snapper aggregate.
