Is Falcon safe to fish?

The US side sees steady tournament and guide traffic out of Zapata and the state park. Standard border-water advice applies: stay on the US side unless properly permitted, and check current local guidance.

Do I need a Mexico permit on Falcon?

Only if you fish or anchor west of the boundary markers: a Mexican license and boat permit apply there. Most US anglers simply stay stateside: half the lake is plenty.
