A protected bay

Waimea Bay lies within the Pupukea Marine Life Conservation District, which runs 100 yards seaward from Kulalua Point at the north end of Pupukea Beach Park south to the Wananapaoa Islets on the south side of Waimea Bay. Across the district, fishing for or taking any marine life is prohibited, with exceptions that apply only in Waimea Bay.

What DAR allows in the bay

Inside Waimea Bay you may take finfish with hook and line from shore, using no more than two poles per person, one line per pole and two hooks per line. Legal nets may take opelu in August and September and akule in November and December. Spearfishing is not among the permitted activities.

Hawaii's ocean safety program describes North Shore winters, November through April, as bringing consistent huge and dangerous swells, and summers, May through October, as flat to small. Plan any shore fishing for the summer months and stay off the rocks and the shoreline when big surf is running.
